Washington, D.C. | November 2, 2025 — The South Asia Foresight Network (SAFN), a leading South Asian think tank operating under the Millennium Project, is pleased to announce the appointment of Dr. Robert Boggs as Senior Fellow (Honorary).

Commenting on the appointment, Asanga Abeyagoonasekera, Executive Director of SAFN, said: “With nearly four decades of field experience as a political analyst across South Asia—from Kathmandu, Islamabad, and Delhi to Colombo—Dr. Boggs brings unparalleled expertise to our network. Dr. Robert Boggs served with distinction in the U.S. Department of State for 32 years as a commissioned political officer and intelligence analyst, earning multiple awards for superior reporting and analysis. His diplomatic assignments included postings in New Delhi, Calcutta, Colombo, and Kathmandu, among others. In Washington, he held senior roles as Pakistan Desk Officer, Director of the Office of South Asian Regional Affairs, and Intelligence Analyst for Pakistan and Nepal.

Upon his retirement in 2008, Dr. Boggs was recognized as one of the Department’s foremost South Asia specialists. From 2008 to 2016, he served as Professor of South Asia Security Affairs at the Near East South Asia Center for Strategic Studies, National Defense University. He also co-directed a course on global issues for security professionals at the Harvard Kennedy School, engaging participants from North Africa, the Near East, and South and Central Asia.

Dr. Boggs earned his Ph.D. in Political Sociology from the University of California, Berkeley, graduated magna cum laude from the University of Michigan, and is an alumnus of the National Air War College. The son of a USAID official, he has lived and traveled extensively across the world since the age of 14 and has published widely on South Asian affairs.
